Boy is raised by an old soldier. Cool animation set in a fictional European city/town. Remember him buying fish from a friendly market. He has to complete tasks and fight a large stronger advisory as final task. Good moral story. Appreciate any help my young son keeps asking for it.

Maybe this one?:
Quotes from an IMDb review:
“Peter (Noah Jupe) is an orphan from the war **who is raised by an old soldier** ”
“Peter pleads his case for the elephant and **the king agrees to give it to him provided he can complete three impossible tasks.** ”
