Hello human, I need your help today please !

The only thing i remember about this movie is :

It’s an investigation about a suicide, it seems to happen in a building where people with mental illness went before going back to “normal” life. The main character is a women who have 10 electrochoc treatment left before she can go on a normal life. She’s blond  
I remeber something about a girl who live in this building with a snake

The title seem to begin with “The” followed by a word ending with “er”

I know it’s not much but can you help me find this movie please
