Hello, I am searching for a cartoon movie I was watching when I was kid (I’m 25 now), my memories are vague so if you have any idea feel free to write them down!

In this cartoon characteres are animals (multiple species), at a moment they are building a wall with bricks and mortar (obious I know) and if I remember well they are forced to do it.
One of the animals cannot pay something (like taxes or equivalent for kind of a king or dictator) so he get arrested by gards and put in jail.
I also remember that a charactere (I think it’s a different one, but not sure) start to play music at a moment with a wind instrument (kind of transverse flute), which brings hope to every animals (and I think that they gradually all start to sing).

Robin-hood, the animated one from Disney kind of vaguely matches your description?? But I’m not entirely sure.
