It was in color. The tenets are young women. The landlord or caretaker (?) is a man and I think the story follows him as he falls in love with one of the women? The whole movie is filmed on a set and has that stark, bright lighting. I saw this late night, on TV in the 70s.

A place to start would be [The Ladies Man (1961)](https://en.wikipedia.org/wiki/The_Ladies_Man)
starring Jerry Lewis as the proprietor of a female boarding house.
