I’m looking for an old movie I watched several times as a kid. I think it was from the 60s or 70s but could have been 80s or early 90s as it was definitely on VHS.
It was drawn animation, not stop motion.
The story was about a farm boy who needed laughter to live or made sure everyone around him laughed. There was a neighbor who had covered himself in metal and was cold hearted. The boy made him laugh and all the metal came off.
Any ideas?

Milac found the answer himself. I am posting it so it is taken off the unanswered category.
