# Maybe a conspiracy movie?

I am looking for a movie for somebody else. I do not have much info, here it goes:  
A man finds/stumbles upon a place where there are a lot of monitors showing the city/town. Not long after that the people start behaving strangely. There is some sort of substance/drug that is put into everything, for example into food (hamburger maybe?). There is a place under the city/town where they are experimenting on people.  
My guess is that it might be a conspiracy thriller(?) movie, or even maybe a sci-fi(?) movie.  
That is all the info I have. Not much, but any help would be appreciated.

I haven’t watched it in a long time but do you remember if it was a strange type of animation? It sounds like it could be Metropia.
