I saw this movie on broadcast TV only once. . About a mother a a son with some kind of physical and/or mental disability. I think thy lived in a tenement walk-up. It seems like it was from the early 70s. It was sort of like “Dominick and Eugene.” I think the boy was being bullied by neighborhood kids. His name MAY have been Joey.
