A woman, possibly a government agent, is being sought via satellite & surveillance by several people in a “control room?”

At one point the person in charge of the “control room?” tells the people in the room that they are NOT to leave even to use the bathroom - they are told to soil their their clothing instead.

At the end of the movie the person in charge meets someone in a “eating establishment?” and is poisoned by the person he meets with.
