Name of a 60’s eastern European black & white movie about a man who can slow down time by pointing a finger and saying ‘Zots’. Possibly dubbed into English.

Not just a guess, I have actually seen the 1962 film, “[Zotz!](https://en.wikipedia.org/wiki/Zotz!)”
starring Tom Poston
He finds a magical amulet that gives him these powers.
