I am looking for a low-budget American movie that I watched on VHS around 2002 (probably made between 1984 and 1999, released directly to video).

At the end, there were three villains (wearing coats and hats, I think) in a dark, urban setting. One of the villains’ arms was cut off but grew back with a sword. Somehow, the villains were rejuvenated by the good heroes to neutralise them: two became infants, but one was still dangerous because he was rejuvenated to a teenager. He said something like, "That won’t help them because I was born in…” (and here he gave his year of birth).
