$12.50 Bounty: 80's 90's Movie about two guys and girl who leaves town

This was a romantic serious movie i saw on tv in 80’s or 90’s about a teen guy who fell in love with a girl but she see him only as a friend, she is in relation with the other guy who is a rebell. There’s a scene where the rebell is running in circles with his car and police is trying to catch him, another memorable scene is when the serious guy is walking with her at night in an abandoned town and they talk about “feeling” the energy of people who used to live there. In another scene he tries to hipnotize her so she fall in love with him but didn’t work, at the end of the movie when she is leaving she tells him: “Maybe some day i’ll let you hipnotize me”. Any ideas?

This is it: The Year My Voice Broke from 1987, i just managed to download it and watch it, sorry for not answering before but my memory sometimes play me tricks, i really didn’t remembered correctly, the guy managed to kiss her!!! Thanks again MABV, you have made me really very happy!!!
