Characters see a tv which shows live news reports about a guy that walks around the city streets followed by a crowd and on camera challenges some other guy to come fight him. His nickname is something about that he likes to fight, like a Brawler or similar, he probably had shoulder lenght hair and overall it was reminescent of how the movie They Live looked.

Watched Rocky V now and it looks similar indeed, though they don't actually show it on tv, only that camera crew is filming it. In my memory it felt kinda like it was a side plot and his challenge was not to the main character, but that's not a reliable memory of course. The other thing is that i watched it in Russian translation back then and there he was called Драчун, which is a name for someone who often picks fights. And i listened to those old translations now and in them they translated him with a proper word for Machinegun. So i am still in doubt.
