A bloody, vulgar, action/(comedy?) movie, that seemed like a parody of Wild at Heart (1990), Natural Born Killers (1994) and From Dusk Till Dawn (1996)

It’s not Plump Fiction (1997).

In one scene a cop’s hand gets blow off by a shotgun blast and a stray dog promptly picks it up and runs with it.

Tidbits:

A roadside diner scene which suddenly erupts into chaos and shooting.

A man and a woman are fleeing with car after they’ve robbed a bank, a cop jumps on the hood and the woman shoots him in the head, through the windshield.

Rivaling factions chasing some valuable loot.

A final showdown in a building or at a junkyard. Demons or vampires join in the massacre.

It could be one of the Blade sequels, for example

The Underworld movies sometimes also have some campy scenes:

American Gods also has a roadside diner scene:

Thanks but it’s not Blade 2, Underworld or an episode of American Gods.

was it ultra violent, like a grindhouse film? were they white characters mainly? any other scenes or names come to mind? when/where did you see this?

it seems less like a parody/spoof to me than maybe a violent crime film with dark humoe bits…

Most of the actors were white. The person I'm trying to find this for, has seen this movie on an unidentified TV channel with Hungarian dubbing, about 15-20 years ago. The amount of violence in it was comparable to Pulp Fiction, but not a bloodbath like Braindead (1992). The scenery could pass as the deserty parts of Texas state in the US, but that doesn't rule out Spain for example.
