An adult male (Hispanic?) drug dealer becomes friends with a teenage boy. Another friend of the dealer becomes jealous of this friendship.
The teenage boy has an affair with the old friend’s wife.
Later, this criminal circle arranges a sexual encounter for the homosexual mayor of the town with a male prostitute but the prostitute backs out.
The mayor takes revenge by sicking the police on the drug dealer. The jealous friend gets arrested and goes to prison. His wife takes the side of the cops and helps them nail her husband.
The teenage boy also gets busted but later he somehow escapes through the sewers.
