I think this movie was released between 2000-2010.
It’s starting with the premise that their father once had a great capture as a police man and found a lot of golden watches that he kept. He is using those watches from time to time as bribe for a doctor, services etc.
The brothers have different personalities as one of them being smart and the other one more goofy. The father tries to enroll the goofy one in the police force (by attempting to bribe the examiner with golden watch).
I remember a scene where the smart brother was in his apartment and his goofy brother used to ring the intercom and say something like : “it’s the police” (joking how he is applying for the police force) and his brother would let him in saying: “come on up idiot” . Of course one time it is actually the police and he has the same reply.
I cannot remember the language, it is something similar to italian/french/spanish.
