It’s not The Shipping News (2001) but it might be set in Newfoundland or Nova Scotia, since the practice of securing houses with ropes against the strong winds is a practice in those areas.
It’s a prominent feature of the story that the ropes are making a constant creaking sound in the wind.
The movie could have been black & white or just very bleak.
Maybe it was a ghost story.
