A live-action children's film about a boy who lives at beach with his mother

I’m looking for a live-action children’s movie which was surely released before 2010 and possibly even before 2000. It centers around a young boy who has a strong bond with an adult female, likely his mother. He ponders about traveling the world. His father is not around. At one point he’s sitting in a small bedroom in a wooden beach house where he browses through a book with black and white pictures of a pilot. The woman points out that it’s his father. At some point, the boy watches over a stretched out plain of dunes, with a docked giant old ship in the distance. A woman is walking nude over those dunes. It’s literally a vague scene, so it could’ve been a dream. One of the last scenes is at the inside of a tall old library with musty books, where an old man gives the boy a tour and takes him to his office where he talks some more. His office has a giant old globe in it. The movie is probably Scandinavian.

It’s not Pelle The Conqueror (1987), Mio, Min Mio (1987) or My Friend Flicka (1943).
