It was a movie i saw as a kid so it would be older then at least 2008. A normal worker, possibly government, fell in love at first sight with an angel. Which he did not know was one. And in following his heart in finding her, misfortune befell him. Like having his appartment torn apart in an overly excessive way because of a leak. The girl had short hair but in one scene had long hair. In the end he was tied to a chair and trapped into his own mind because he was labeled a terrorist becuase of some weird things he happened upon in a line of coincidences that seemed suspicios.
