I saw only fragments of this film, as a person sitting in front of me in an airplane was watching it.
What I saw:

the film had the look similar to 1970s and 1980s European action films (think Bud Spencer/Therence Hill comedies or films featuring Jean Paul Belmondo) and almost certainly belongs to action film genre (possibly action comedy)

the main character had similar look to Italian superstar Bud Spencer (large frame, beard, 40-50 years old), but it was not him (possibly an imitator?, like Paul L. Smith or Istvan Bujtor)

the main character and many other characters were wearing white uniforms, similar to Navy uniforms

one of the first scenes (that I saw) featured car chase and I think one road sign was knocked down

one of the scenes shortly after that one featured some medical workers in medical masks
I don’t know the language of the film.
