Action movie from the 1990s

Hello everyone… I saw a movie in my childhood in the early 90s… It scared me a lot back then. But I can’t remember the title or the exact plot. The only thing that stuck in my mind is that the main character is a large-built police officer or detective. He investigates murders committed by a group of people using automatic weapons. The killers were rather taciturn, wore dark glasses, and for some reason, I remember that they had messy hair… There’s one more detail about the movie! If my childhood brain didn’t make this up))) It turned out that these killers had undergone medical experiments and were soldiers who were considered missing in action.

Hi, thanks! But that's not the movie! "Universal Soldier" is a classic; I've watched it many times. In the film I'm looking for, the main character is a large-built police officer or detective, which is not typical for action movies of that time.

I remember a scene in the movie where a man in overalls, dark glasses, and disheveled hair was shooting innocent people with automatic weapons. That scene was so imprinted in my mind that I couldn't sleep that night. And I repeat, the main character in the movie is not athletic, even of large build, which added realism to what was happening on the screen. It was not typical of movies of that period

UPD Watched this movie yesterday… No wonder I couldn’t find it all this time. The budget and acting are on the low side, but the plot is interesting. It’s hard to scare anyone with something like this these days.
