Childhood animated film, cannot remember name :(

Please help, this has been bothering me for years and I’m starting to question if it was even real.

A cartoon film, I mainly remember two scenes, one is about a king and his brother (villain), the brother says “that’s how it’s always been between us, you give, I take” because he wants the crown for himself. The king says no and the brother calls him selfish.

I believe the protagonist is a child?? The other scene I remember is a small creature speaking to his wife (I think they just had an argument so she is snappy), something floats by above them, and he says “did you just see a thing in a sock” and she responds with “no I did not” quite sternly, so he thinks he imagined it.

I know it isn’t a lot to go on but I really can’t recall the rest as it was so long ago, but if anyone can help and put my mind at ease I would be very grateful

It is long shot, but maybe “Król Maciuś Pierwszy” based by fairy-tale of Janusz Korczak? It has child protagonist and evil villain. He isn’t his brother, but he is a general and there is a fight connected with a crown.

I didn’t watch, but maybe?
