Clown cannibal and strange scene, policeman speaks about murder, crime movie

I’m looking for a crime movie from 90s (probably), in which a policeman talks about a clown-murderer. I only remember a scene in which the clown turns to the policeman (he turned out to be a cannibal) and slips his arm to them “as if asking them to eat that arm”. It was some movie made in US. It wasn’t leitmotiff, but only short scene.

I watched it almost twice in my life, so it could be popular movie.

I think about movie similar to "Lethal Weapon" or action movie with Sean Connery. I don't remember nothing more.

It is interesting that it has keywords "cannibalism" and "clown", but it is from 2008 and it is marked as "Video", not "Movie" or "TV Movie" :-)

I searched too, but it hasn't keywords connected with a cannibal or clown, unfortunately. My Czech friend from Facebook group watched this movie one week ago and she remembered Steven Seagal, although she forgot a title :-) But it was very helpful, because I found it using Google. And it interesting that my quote wasn't exact, because I watched it several years ago with Polish voice-over and translation was some other. Second difficulty was no movie in PopMystic database (although it is in QuoDb) :-)
