I watched this movie as a child in the 90s, so it must be from before. It was in color. It was told as a flashback I think (I could be wrong though). The mood was very bleak and sad, it was set in Greece or maybe Italy, there was a military commander who terrorized an occupied town in WW2 or it could be a military dictatorship. I remember a scene where he would offer bread and honey to very hungry children in exchange for information about partisans or traitors. The mother of the protagonist gives him a stone to throw and makes him promise he will go away and never come back, but he keeps the stones and comes back many years later.
