“When I was 5 (now 35) I saw a scene from a movie or tv show that gave me nightmares for years. There’s a room made entirely of cement with a man made river flowing through the middle of it. A man is strapped to a chair with his eyes taped open. The chair is slowly flipped over so that just the top of his his head up to his taped open eyes are submerged in the fast running water. It’s not Requiem For A Dream. Help.”

1UPDATE: In the meantime I managed to find the movie on YouTube, quickly scanned through it, and although there is some sort of “water torture” in the movie, but it does not look exactly like in the question, so probably this is not the right movie.
Just a guess, according to IMDb there is “water torture” in the movie:
I've found a water torture scene at around 01:09:27 but it doesn't look like the description. The victim does remind me though of the actor whose eyes were taped open in Clockwork Orange. I relay it just in case, maybe it'll prompt the questioner to reveal new information. Thank you!
– celebes.warty.pigMaybe the person who is looking for it is mixing up two movies? There is a scene in "Conspiracy Theory", it obviously is not a perfect match, but abandoned room (the cement room?), water in a small pool (at the start of the clip), starpped to a chair, eyes taped open, interrogation: https://www.youtube.com/watch?v=Zfyh0suSdn4
