Drug cartel movie with kid/teen/youth branch led by Paco (1990/1991 or before)

I’m trying to find a movie from before 1991. Probably around late 1990/early 1991. That is when we watched it, but it also could have been from before then. Definitely not after 1991.

It’s about a mexican drug cartel, with a separate kid/teen/youth branch (not sure how you would call it). That branch is lead by someone named Paco. He eventually had to go to prison and possible also dies there (but not sure about that last apart).

This is basically all the info I got, hopefully you guys can help me find it!

It is from 1993, but one of the characters is called Paco.

I don't think so, the name Paco and the year are the only two things that are certain. But thanks for your reply!

It’s about a kid gang but they’re jewel thieves as opposed to selling drugs but a main character is named Paco:

Could be I mixed up the story. The name and year are the most important things. Will check this movie out, thanks!
