In this future, Europe closed its borders towards outsiders.

Smugglers are promising non-Europeans to get them inside but it’s a ruse.

They lead them into a cave where their clients get electrocuted en masse, probably via a handrail and they fall into a dark abyss.

The protagonist is a detective with a Turkish sidekick.

Maybe it was set in Germany.

It is set in Germany in the near future and there are policeman, part-Turkish detective, electrocution and cave in it (see the quotes below as proof).
