Fairy tale about heaven, newborn babies in tight suits and strange slide

I’m looking for a B&W movie. There was a Heaven and children in tight suits (probably white or gray) and these children were waiting to be born. Each time a child was born into the world, this soul-child in heaven would go down a slide. And it would appear in the world as a newborn baby.

Any idea?
