Im trying to remember a movie, possibly straight for tv, where an android that can shapeshift teams up with a black guy (possibly a scientist) to stop a test of a bomb or a rocket launch, something like that.
In one scene they are at an airport and in the bathroom the black guy puts sunglasses and some toothpaste in his hair and the android turns into a dog.
Its possible the android comes from the future and the black guy is working on the design of that android.
Should be a 90s or 80s movie (more like 90s)
