Had posted this on the previous site but never got an answer. Scientist makes fish monsters. Daughter of scientist works as front desk receptionist. One scene daughter is sent to file room to file something and near miss with fish monster, she is unaware of the existence of. It isn’t revealed that the receptionist is the scientist’s daughter until the end of the movie when he is riding up on an old elevator with a metal great used slide shut in front of you yourself and is telling his evil plot to the protagonist who then grabs the receptionist girl and rescues her from the building and they flee. End of film.

1It wasn't set on the water I don't think. I'm pretty sure the entire film takes place inside the scientists corporate offices. Will skim through it to see if it is the one anyhow, though.
