The film is about a guy who kidnapped girls and cut off their hair. All his victims were blondes. I’m not sure who exactly, but one of the people close to him was sick and left without hair, so he started doing all this, he had a whole collection of “wigs” that were cut hair, with skin underneath, of girls. But one day he didn’t have time to cut the skin and hair of one girl because a police woman found him
