I’m looking for the movie where this creepy girls “dad” pays another family to keep her so he can run away. She tells the future or something and starts calling the new family’s mother her own mom, and that family’s actual daughter hates this girl and is scared of her.

I am unsure if this is it, but all I keep thinking about is the 4400 TV show. There is a psychic girl, Maia, who returns “changed” and she is kept in a facility for a bit, adopted, she scares that family. Later she is adopted by an FBI agent and the agents sister gets upset about several things with Maia but doesn’t hate her.
There is far more to this series than that girl, but could it be that?
