High School Kids with similar Phoebe Cates red bikini scene

All I remember is that it was a movie about high school kids. There was a reenactment scene (from Fast Times At Ridgemont High with Phoebe Cates) where the main female character is dressed in a red bikini, and she undoes the bikini (which opens in front).

I think the movie was slightly politically motivated, but I can seriously not remember.

Oh and I think it was between 1993 and 2005
