The plot goes like this, there is a device that whenever it is plugged or switched on, make everyone around feel horny and they start having sex. I forgot the title, can anyone help?

A movie based upon it was made as Le déclic (1985)
Do you have a guess about what year it might have been made? Were the characters American, English, French, etc?
