Kidnapped teenage boy calls a cop from the backseat of the car

There are two protagonists. A 13-17 year old boy and a male cop.

A gang of criminals try to kill the cop by setting fire to a warehouse he’s in but he escapes.

The boy gets kidnapped and he secretly calls this cop on a phone from the backseat of a car. His actions are discovered later but he escapes in the end.

The cop and the boy talk multiple times via the phone and the cop doesn’t like him much at the start but they warm up to each other.

It may not be a comedy but if so Cop and 1/2 comes to mind. The age is a little wrong on the kid but a lot other info fits. A little boy likes a cop, witnesses a murder. The cop can’t stand him but he has to watch the kid for x amount of time to get the information on the murder. He calls the police station and leaves clues for the cop to find him and he used a walkie talkie in the back of the bad guys car. I know there is a few warehouses, but can’t recall a fire but they do try to kill the kid and the cop during the movie. The cop also really likes the kid at the end.

Thank you but it's not this one. New info: the boy hits '7' repeatedly on his phone to quietly signal the cop that they are passing or near a store (t-shirts store?) that has '7' in its name.
