Kids on a river raft, find treasure in building. Scandinavian movie?

Hello,

I remember a movie I’ve seen as a kid, on TV or at a school screening, so it’s probably from the early '80s and I think it’s a Scandinavian movie.

I sadly only remember these two moments:

The group of kids is on a raft on a river, and they may even come into a big modern (of that time, not futuristic) city with their river craft.

They find a treasure somewhere inside, but no idea if it’s a building or more like a bunker or so.

And that’s all I remember…
