I’m looking for a SF movie from 80s or 90s. The main character is an African American guy with short dreadlocks who was being hunted by the authorities. It’s possible that he is a superhuman created in a laboratory. My friend remembered a dialogue between policeman and scientist (“He has a weapon”, to which the scientist replies, quote, “He himself is a weapon"). The main character knows how to fight hand-to-hand. At the end, I remember a scene where he is with the girl he has been running away with throughout the film. Then, they open some kind of portal, where some deities (or aliens) appear as luminous figures.
