Looking for comedy movie where main character is addicted to lying and gives absurd description of made up criminal to police

As in title, I’m looking for a comedy movie where main charater constanlty lying and he is giving police false description of made up criminal. This made up description includes hook hand, orange hair and some other features (i have in mind black albino or Scotsman, but not 100% sure). Later in a movie police found a guy who resebles this absurd made up description. Movie is from 90s or early 2000s. English movie. Any ideas?
