Movie is 20-30 years old. Might be European but I’m not sure. Remember man had young daughter who was using CB-radio. Probably man was investigating some tech conspiracy and in the final scene when he intercepted transmission from some satellite he realized satellite is looking at his house. He went to the garden and looked into the sky. That scene was thrilling.
