Movie about a man that controls the weather in his town only as a job it is not a superpower. He does it from a little control tower, may be oval shaped at the top. It had vibes of the Truman Show and Groundhog Day, could be from around the same time. I remember the man would always make it sunny in the daytime and rain at night to keep everyone happy in his town but as he became depressed/unravelled he didnt care anymore and would make it rain during the day time etc.

I do remember a TV animated series where a family lives in a space suburbia and the father is the one controlling the weather.
I looked into this show and it did recieve a polish dub and run on cartoon network and the fathers job is exactly like what I was looking for but I don't remember seeing this cartoon before (its rather ugly so i think i'd remember) and i do still think that what I saw was live-action with real actors although i'm not sure now if it was a movie or a show. But either way it would have been something family-friendly.

Honestly, its possible, I'm half polish and since i watched this film so long ago (maybe 10 years ago or more) its impossible for me to remember the language for sure. But i do feel like it was more of an english/american production.
