Movie about a person in a school bus kidnapping children

I watched a movie on TV in the mid 1990s about a person in a school bus driving around a town and kidnapping children. I never saw the end of the movie, and that’s pretty much all I remember, besides that it was set in the 80s or 90s. It may have been a van and not a school bus.

Any ideas? My sister and I have been talking about this move for almost 30 years now and just have no idea how to find it…

Sounds kind of like 'They've Taken Our Children: The Chowchilla Kidnapping' as it has a school bus but the children are taken hostage all at once not kidnapped one at a time.

Reminds me of Dirty Harry (1971); the antagonist called Scorpio hijacks a school bus.

Me too, "Dirty Harry". It's only the ending of this movie but a smaller school bus.

Sorry, took a look at "They've Taken Our Children: The Chowchilla Kidnapping" and that's not it. All I really remember this long after is that it was driving around a neighborhood stalking kids and taking them one at a time...

No problem at all! I think the main problem is that I really only remember one detail! My sister seems to remember that there was also a dark van (perhaps) but that doesn't really narrow it down either!
