The whole movie keeps going back to the time before the explosion, every time it go back to the time it depicts the whole story from different aspect and perspective. Movie location looks like europe or Middle East, use lots of cctv footage (but definitely not documentary), never seen the ending, only remember there’s an explosion.
Definitely not source code.

– KravenTheBestMovieIt is set in Spain, southern, sunny place, it can be mistaken for the Middle East. There is terrorism and explosion, and they rewind the events and show them again and again from different point of views. It fits your description pretty well.
