Movie about two friends raving and doing drugs

I’m looking for a movie I watched a long time ago, which means it is older, from around 2000 to 2010 at the latest. The movie is about drugs; at the beginning, the characters are taking ecstasy pills and raving. There are two friends or brothers. Later, after being ruined by drugs, they start scamming people by going to a construction site, offering some job, taking the money, and running away. Also, later in the movie, on a beach, one of the two is running, trips, and falls on a needle, getting HIV. In one scene, they are driving in a car and stop on a bridge while techno music is playing in the car. One character gets out of the car and starts dancing because he is high on ecstasy. If anyone can help me find this movie, l’d really appreciate it. Thanks!

PS: I think its not on english language maybe i am wrong, all of lists on google i checked its not any of theese popular movies, this movie is not much popular.

I don’t know if this fits at all. I haven’t seen it in a while to remember details but it is about raves, drugs, etc from what I recall. I remember them doing a lot of pop up raves.

What about Trainspotting? That one has a few elements you mention. Again I haven’t seen it in years but I recall a lot of partying, drugs, HIV subject comes up too if I recall correctly.
