movie which has a scene of a group of people hypnotised in a way to jump off the roof of a building in a city, the people are supposed to be following someone aswell, the scene also takes places in slow motion and has a small montage of the people walking up a stairwell of the building.

Could it be “Gotham - S03E03 - Look Into My Eyes”. Hatter hypnotizes people to murder then kill themselves.
Or perhaps “Doctor Who (2005) - S02E00 - The Christmas Invasion”. Sycorax use blood hypnosis to make one third of the population march up to the rooftops and poise to jump. Has scenes of people marching up the stairs to the roof.
