This does sound strange but because it was featured in the long running UK BBC television review show ‘Film with Barry Norman’ it was definitely a proper cinema released film.
From what I remember, which unfortunately is very little, it may not have been English language and very likely French or Italian, subtitled or dubbed for UK. The scene I recall was of a woman on a bus, giving a man a discreet handjob. He was shocked, although not upset. This may be important to the plot of the film, indeed it may well be what the whole film is about, as Barry Norman did actually describe this scene in his synopsis. This is why it has stuck in my mind, it was amusing to hear his very familiar, professional voice saying something like, “… she spends her time on buses masturbating strangers…”
I think the woman had some sort of fetish or psychological problem which compelled her to behave in this way.

I don’t know how old is the movie you’re looking for but reminds me of Quella Età Maliziosa (1975)
Thanks for taking a look, it was a new release at the time it was reviewed in the 90s, though. Sometimes the show did check out older films but they tended to be re-releases of classics and anniversary specials.

That's it! Wonderful, thank you. The episode with the clip that I saw was broadcast 14th October 1996 and I have now learned the film is a European production but is in English language, and as a multi award winner, it turns out there is of course much more to it than getting a guy off on a bus!

That could be a very clever and important question to have asked, because it prompted me to look up Barry Norman and it turns out he stopped presenting the show in 1998. I was mistakenly under the impression he lasted a lot longer. Therefore, I would say the film I am looking for was likely to have been released 96, 97 or 98.
