Old movie where modern kid has magical wishes and Excalibur appears

It’s a kids’ movie (maybe from the 90s or 80s) where a modern kid finds an item that can grant him wishes. There is a man who is always drunk, and in one scene, the kid uses one of his wishes to make this man sober. Later, in another scene, the same man finds the sword Excalibur abandoned on a table (perhaps they traveled through time or entered a book?), and he uses it to fight and help the kid.
