The book fits your description, but I do not find a movie based on this book.

According to the IMDb page of the books's writer, Jack Higgins, there is no movie based on this book of his: https://www.imdb.com/name/nm0383396/?ref_=nv_sr_srsg_0_tt_3_nm_5_q_Jack%2520Higgins And there is highly unlikely that there is another book out there with this same storyline. I could not find any trace of a movie with this story on the internet, so I am pretty sure that this movie does not exist.
