Helppp this has been bothering me but older movie where there is a blonde little girl with a bob and she an awful little girl. The girl breaks into her neighbors home with her friend and finds a gun under the bed. She ends up shooting her friend at the beach and the ending of the film shows the friend she shot survived and rescued by fisherman.
