Robotic movie before 1998

Hi, I saw this movie like before 1998 or 1999, can’t recall.

I remember some scenes.

Dead prisioners are converted into robots. First they create one robot as leader, later they create more robots.

They dont have right fist, instead they can fit different types of gun which is store in their abdomen area.

Hero save heroin son or brother ( not sure) from those robots, by riding bike and pick him with one hand.

Villain ( robot) is bald.

Thats all i remember

we are 100% sure it was prisoners?

Thanks for your response. But not this movie. The prisioners were human then converted into robots. Many robots are there. All dont have right arm( fist).

Details are off in some cases but could it have been T2?

Nope. I watched terminator and I know the movie plot, actor, director every details. Here they convert human prisoners into robots, robots are villains. They don't have one hand.
