This is a Sci-fi movie (possible tv episode) from the 80’s involving human-appearing being describing society to a human near wall of distinct yellow (or orange) lights - each light representing a member of their society. The setting is a white space or room and the alien states (while pointing to one of the lights): “this one represents me”. Likely a movie but could have been a tv episode.

Could it be Star Trek - S01E23 - A Taste of Armageddon? A computer calculates the outcome of attacks and the citizens are required to report to a disintegration booth.
