Small crowd and African American woman, forming a strange vortex, low-budget movie

I’m looking for strange fantasy or sci-fi movie. I watched the film on VHS in the early 2000s; it was a low-budget video movie.

I remember a scene: in the city, during the day, there was a small crowd in front of a building/hangar/film studio, and colourful letters/subtitles like in a cartoon began to come out of the mouth of an African American woman, forming a vortex, and out of it came a man, probably from the Middle Ages or ancient times.

Unfortunately, it isn't. It was video movie, sci-fi & thriller.
